Based on network-attached device (e.g., Cisco ATA 186, Linksys RT31P2) that either have ports for attaching regular telephones or that have integrated phones.
- Vonage : lots of complaints on Web about customer service and call quality (9/2003)
- Packet8 aka 8x8
  Note: I have had problems with their web site, especially very slow and stalled downloads (9/03)
  Uses a DTA310 instead of a Cisco device (9/03). Complaints that documentation is virtually non-existant.

- Packetel (also Paperless Fax) VoIP offering (GVS) focuses on Global communications
- ?? Telverse Communications Now part of Level3 Communications. Cannot find basic VoIP on their site (10/03)
- SBC IP Communications: appears to not have any offerings for small companies (less than 35 phone sets)
- Lingo (powered by Primus)

- Delta Three : seems to have no direct sales - entirely focused on resellers
P2P PC-based
- Skype: VoIP "from the people who brought you KaZaA." Voice quality claimed to be substantially superior to that of Net2Phone.
